When the daughter of veteran 9-11 call facility operator Pamela, along with also her husband Jeremy, a Senior Police Officer, is kidnapped and held hostage, they are left desperate, with no choice except to stick to the kidnapper's rules: send messages through dispatch for most police and fire units to scatter distant locations throughout the city where they're met with madness. Being unsure of who or why, the 1 thing that they do know is if they fail to collaborate with each other - they will be solely accountable for facilitating the crime in the city's foundation.
